Management & Prog Analyst (Business Manager)

Incumbent plans, schedules and conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in Primary Care Services. Develops new or modified work methods, organizational structure, records and files, management processes, staffing requirements, procedures for administering program services, guidelines and automating work processes. Acts as a liaison between Primary Care Services and other Patient Care Services at the medical center, the office of the Chief of Staff, the office of the Director, and other medical centers in the VISN. As the ranking administrative official in Primary Care Services, the incumbent is responsible for relieving the professional clinical staff, to the maximum extent possible, of the administrative and management responsibilities of the service. Acts administratively in the absence of the Director for Primary Care Services (e.g., represents Primary Care Services at meetings). Conducts studies that address issues of quality of care and resource utilization within the Primary Care Service. He/she assures the availability of space, equipment, personnel and supplies, based on assessments of the VA mission and Service needs. Analyzes past activities in order to develop resource requests that will balance needs against existing resources. Coordinates the ordering of supplies, equipment and furniture for Primary Care Services. Gathers and validates data and statistics for reports and surveys. Serves as representative of Primary Care Service to other medical center patient care lines and administrative services. Ensures that VACO and Joint Commission Standards are incorporated into Primary Care Services operating policies and procedures. Provides interpretation of Primary Care policies and procedures to medical center staff and initiates and assists in the development and implementation of new clinics and programs within Primary Care Services. Provides administrative support for the clinical, educational and research activities within Primary Care Service. Responsible for the assignment of patients to the Primary Care Clinics and Primary Care providers, using appropriate software to ensure equitable panel distributions. Monitoring clinic utilizations and appointment wait times. Handles administrative complaints and performs customer satisfaction surveys. Supervises administrative and clerical support staff in the Primary Care Services. Develops clinic related budgets and manages/develops contracts as necessary to meet patient care needs in a timely manner. Must work with many conflicting priorities in both administrative and clinical areas, relying on the input from a variety of staff; patients and families to problem solve and reach conclusions in order to provide accurate information. Must be able to deal effectively with all people and use a high degree of diplomacy in order to gain the necessary cooperation of others. Work Schedule:

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Possesses broad range of qualitative and quantitative methods in assessing and improving the effectiveness in various programs; Knowledge of methods used to implement complex management processes and systems; Knowledge of administrative policies, regulations, directives, and relationships between different VHA healthcare programs; Experience with data management techniques; Knowledge of financial planning and budget analysis demonstrated through education and progressively responsible management experience in a healthcare environment; Research, identify, and validate trends and issues related to service operational and business activities.
