Health System Specialist (Systems Redesign Coordinator/Lean Program Manager)

Major duties include but not limited to performing the following at the Coatesville VA Medical Center:
-Collaborates with executive leadership, managers, supervisors, VISN staff, members of systems improvement teams, members of facility level committees/councils and facility level staff. -Coordinates/assures the success of facility level activities and programs related to implementation of the Management System which is based on lean principles of a defect free/without waste and just-in-time/continuous flow of a Veteran centric, employee engaged health care system. -Assists in analyzing data and situations, presenting data, offering solutions to issues, and facilitation of continuous improvement projects and programs requiring integration of numerous individuals and teams throughout the facility. -Develops/coordinates initiatives and the implementation of the facility strategic plan to promote and disseminate Systems Redesign initiatives and other related improvement initiatives using the Management System. -Statistical tools and techniques are used to analyze and display data related to assigned initiatives and projects. -Interprets data and other information contained in reports and assures that reports are accurate, structured in a user-friendly form and communicated in a timely manner. -Prepares responses to action items in relation to Systems Redesign or related initiatives. -Maintains the Systems Redesign flow of information process to Executive Leadership reviewing, analyzing and disseminating information and data. -Coordinates assigned collaboratives and internal Management System training opportunities as well as VISN lead initiatives, Systems Redesign teleconferences, and other national and VISN learning opportunities. -Conducts special projects generally involving fact-finding and suggestions for problem resolution as well as development and implementation of new or reviewed policies or program changes. -Participates in the systematic evaluation of clinics to facilitate the spread of the Management System, continuous improvement and the elimination of waste in work processes throughout the medical center. NOTE:
Incumbent must demonstrate substantial skill in planning, organizing, problem solving, and decision-making. A high level of oral and written communication skills are necessary to communicate with employees and leadership at the medical center and VISN level as well as outside consultants, acknowledging the need for tactful and appropriate communications at all times. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to the next lower grade (GS-11) that equipped you the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of this position. Examples of specialized experience would typically include, but are not limited to:
Progressively responsible analytical or administrative or clerical management or supervisory experience in the health care field. This work may have been performed in an operating facility or a higher organizational echelon with advisory or directional authority over such facilities OR Experience with healthcare Lean/Systems Redesign utilizing standardized tools, methods, and principles such as Lean and Six Sigma along with industrial and quality engineering principles and concepts to identify systems design problems, defining a project scope and goals through collaborative processes and preparing studies for facility leadership. Experience must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities and provided knowledge of the following:
Missions, organizations, programs and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement. The work is principally sedentary, however, walking, bending, standing and lifting are customary physical demands of the position.
