Logistics Management Spec

The Facility CLO possesses a thorough knowledge of all facets of logistics including requirements determination, acquisition, materiel management, performance measurement, quality management and continuous process improvement, inventory and warehouse management, transportation, etc. He/she is responsible for direction of the supply chain, to include budget execution for logistical programs, and must understand the role of logistics in facility and VISN financial, business, capital asset management, clinical, and administrative operations. The work involves identifying specific requirements for money, manpower, material, facilities, and services needed to support the program and correlating those requirements with program plans to assure that the needed support is provided at the right time and place. Logistics work requires(1) knowledge of agency program planning, funding, and management information systems(2) broad knowledge of the organization and functions of activities involved in providing logistical support(3) ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time. This specifically includes forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation, and distribution. The FCLO provides oversight, guidance, program management and leadership in the operations of their facility, supported activities and all aspects of acquisition and logistics at the facility. This includes standardization of business processes, establishing performance measures and managing the supply chain through analysis and action as a result of established metrics, quality assurance/compliance, operating practices, and reporting within the facility. In managing the supply chain, the FCLO advises the Facility Director and senior network/facility executives and staff on matters related to key aspects of logistics operations and systems. The incumbent also oversees and manages strategic planning, auditing, and quality assurance as well as program compliance and oversight of a variety of activities designed to enhance the mission of the affected facility. The incumbent is responsible for identification of all activities that will be involved in providing the needed logistics support, to include capital asset planning, strategic sourcing of commodities such as clinical supplies, facility maintenance supplies and services, subsistence, medical gases, and provision of durable medical equipment and services for both inpatient and home care. The above also includes establishment and/or evaluation of lower and higher level plans for the provision of logistical support such as prime vendor participation, emergency acquisition strategies, and strategic sourcing. The incumbent monitors progress toward meeting the logistics plan, and identifies causes and impacts of delays or other problems related to overall execution of the logistics plan, and adjusts plans and schedules to mitigate those impacts. The FCLO will establish a training program, develop a curriculum, create training opportunities, and develop tests designed to enhance the skills and abilities of subordinate staff. The training program wilt be designed to support and facilitate education and training opportunities for staff in all logistics areas and continuous quality improvement. Other duties as assigned. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in managing a group with a variety of occupations and subordinate supervisors. You will be rated on the following Competencies for this position:

Physical Requirements:
The FCLO is required to participate on environment of care rounds, Facility Internal Reviews (FIR), Network External Reviews (NER), and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as OR and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Between periods of inspection, the FCLO is required to maintain a safe environment through continuous review of work areas and work practices. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
