Accountant

Duties of the position include but are not limited to:
Directs the instillation, operation, interpretation and organization of an accrual, double-entry, self-balancing commercial-type, automated accounting system. This system involves assets. liabilities, operating income, expense and net worth. It is integrated within an applied cost system based on usage by activity and fully integrated with the station budget. Applies accounting systems and procedures prescribed by Central Office and implements them in such a manner as to cause the accounting system to be an important and useful tool in the daily operation of the station. Make recommendations for improvements in existing systems. Direct the day-to-day accounting operations. Responsible for furnishing historical data on cost figures, expenditures and other accounting information used in showing trends on making projections as required by management. Responsible for the maintenance of a fund control system that will permit management to obtain maximum benefits from budgeted funds; and at the same time, guard against violations of the Anti-Deficiency Act. Also maintains liaison with the services receiving funds. This includes supervision of the auditing of Fund Control Points and other fiscal records maintained by these services.Actively participate with the Fiscal Officer, Assistant Fiscal Officer and the Budget Analyst in the preparation of the annual and quarterly budget estimates and in the development and final preparation of the budget plan. After the center budget plan is approved and becomes operative, compare results with the plan and advise the Fiscal Officer of findings. As a result of this analysis, the Fiscal Officer makes recommendations to management when major or minor changes should be made in financial management. Work Schedule:

The incumbent work is primarily sedentary. Employee must be able to get around the office and to other offices; no significant physical ability or exertion is required. Degree:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-09 Grade Level:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
knowledge of accounting principles, theories concepts and practices as well as related financial accounting regulations, policies and procedures; knowledge of the automated accounting systems, local procedures and management reports is required to review regulatory status reports and to provide advice to supervisors and accountants in the design or modification of new or changed reports; ability to provide technical and administrative supervision to subordinate staff. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. GS-11 Grade Level:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
